Low Stat Penalties

Concerns of a large number of characters with min maxed stat lines has been brought to our attention, and one route that staff has considered is introducing a penalty to PCs per turn that would take effect if the stat was too low. The threshold currently is being held at 30, any stat between 1 and 29 will face these penalties until it is brought up to 30 or above. The penalties are based on how much lower than 30 the stat is, and what stat was the low one.
Risk Chance
There will be an additional 20% chance risk for every 6 points below 30.
1-6: 100%
risk of penalty
7-12: 80%
risk of penalty
13-18: 60%
risk of penalty
19-24: 40%
risk of penalty
25-29: 20% risk of penalty
Penalties
Leadership: risk deserting troops, (30 - Lead) * 2 = # of desertions
Strength: risk of injury, (30 - Str) / 2 = % of injury, min of 1
Intelligence: loss of random experience (30 - Int) * 5 = Stat experience loss (d10 will be rolled to determine which stat will take the loss)
Stewardship: loss of gold (personal or kingdom), (30 - Stwd) * 5
Charisma: loss of random NPC or PC action(s)*, (30 - Cha)/6, min of 1
*The loss of the action for the Charisma penalty will start with NPC KT actions, then NPC PT actions. If there are no NPCs, it will shift to PC actions, starting again with any KT action before going to a random PT action. The action selected to be cancelled will be done by a roll, so the dice will decide if you lose a draft action or an officer making an attack.
If this idea is accepted by you, the players, you will have a chance to remake your character if you would choose to do so. We understand that this would change several player's minds regarding their character build, and would not deny you the chance to do so - especially since we haven't even finished turn 1 of the pre-game. You may keep your current character if you desire, as there is nothing saying you have to have a 30 or above in every stat, it's just now you will face consequences for doing so. You may also keep the same basic character, and just adjust your stat line to what you like. Whatever works best for you!
